Color disturbance

Could anybody please explain me how these color disturbances are made? And can it even be made in photoshop?

You can do that in Photoshop by making basic shapes and clipping empty layers to those shapes (Alt click between the layers in the layers panel). Then build up the colour with soft brushes on those empty layers. The clipping prevents the colour from spilling outside the shape.
