How do I label or change label of files,ie photos in Lightroom CC?

Do you mean Keywords or Colour Labels?

Renaming of images isn't (yet) possible in LRCC.

No direct way available yet.

If images are added to the cloud system from a camera card or from a computer drive you may want to take the extra step of renaming before adding.

If the images in question are added by using a camera on a mobile device there are a few apps that will do that.

Said apps vary as to operating system of device and to the final result of the renaming process.

Check your appropriate app store with some searches.

I have this same problem.

Lightroom CC might as well be completely unusable without the ability to "save as" or "export as" like Lightroom Classic.

There IS an "export" capability (called "Save To") in LR CC, but as yet you cannot rename on export.
