Photoshop Film & Video Preset - No Title Safe Area

I searched for an answer here, but didn't find one.  I am using Photoshop CC 2015.1.2 because the last time I updated my software it messed up a bunch of my files and I wasted 2 days trying to fix the problem only to have to go and put the older version back on to get them to work properly.

Anyhow...  When I open the Film & Video preset, it comes up in the right pixel dimensions, but it's white and there's no title safe area.  Previous versions the Film & Video preset would be black with the title safe area.  What happened?  Can I get this back?  Is there any way to turn it on?

You can make the background any color you like, in the File - New dialogue,  after choosing the preset.

For the safe area guides - go to View - Show and turn on Canvas guides
