Hoping this forum can help me get pointed in the right direction. PS used to see my NVIDIA card, but now it doesn't - certainly since upgrading to 19.0, but possibly earlier (been a bumpy year).
I have a Targus dock in line sending via USB3 to 2 external monitors.
Have used NVIDIA's "GeForce experience" app to upgrade drivers, have used NVIDIA control panel to assign both PS and sniffer.exe.
Am including PS system info readout in case it's helpful. Thanks in advance for any insight.

It looks like Photoshop sees two different make and model GPU which is a problem when it come to Photoshop. See if you can disable the Intel HD graphics in you configuration. The nvidia control panel may be able to make your Geforce the preferred gpu for Photoshop. It looks like Photoshop is seeing your Intel GPU first... When you have two GPU I believe you can use the nvidia control panel to prefer one for use with Photoshop.

In case this helps anyone else in the same boat
JJMack's answer got me looking more carefully at these specs, and this value
glgpu[1].GLDriverDate="20171030000000.000000-000"
told me that though the NVIDIA control panel claimed it was doing driver updates, they weren't getting there. Doing a clean NVIDIA install has gotten me to the promised land.
