If you do raise a bug report - you will need to give far more information than you post above including :

System details, details of exactly what problem you are seeing (serious problem is too vague) , what you have done so far in testing it.

I can import and render H264 here without a problem on CC2018 version r.190 on Windows 10 (version 1709)

Can you provide a set of reproducible steps that we can all follow to confirm if this is indeed a program bug or an issue confined to your system?

If it's a bug and the Adobe engineers can reproduce it on their machines, they're more likely to fix it quickly.

If the Adobe engineers cannot reproduce it, they'll take a lot longer to diagnose it and fix it.

Hello Adobe engineers,

I have three screenshots to prove this problem in Adobe photoshop CC 2018.

1st - I create the new doc.

2nd - I go to file > Import > Video Frames to Layers...

3rd - Then a window appears... Initializing Video Import...this process

never stops, the cycle goes on and on almost stuck in some kind of crash

Is this when you import any video footage from any source? or is it one specific file?

Ok let's take from the top!

I am having serious problems importing Mp4 ( H.264 files) into Adobe

Photoshop CC 2018.

I am a Multimedia instructor at Shaker Hts. High School.

(I did not have this issue until I updated from Photoshop 2017 version.)

I'm using a MacBook pro.

OS X El Capitan (version 10.11)

I want to import videos from desktop the files are Mp4.

These are the steps I take in Adobe Photoshop CC 2018.

1st - I create the new doc. Film & video HD 1080

2nd - I go to file > Import > Video Frames to Layers...

3rd - Then a window appears... Initializing Video Import...*This process

never stops, the cycle goes on and on almost stuck in some kind of crash

mode*. I cancel the operation!

I can't import the video files into Photoshop!

OK, so the issue you are reporting does not include exporting.

File > Import > Video Frames to Layers... leads to a never-ending loop.

I've just tried the sequence you outlined and all went well. No issues.

The main difference between your system and mine, that I can see, is that I'm running High Sierra (10.13.2).

Have you tried all the usual preliminary troubleshooting steps such as re-booting?

This is nowhere near enough information. Where did the original file come from, what container format (AVI, MOV, WMV are examples) and codec (h.264, h.265, MPEG-1, AVCHD, among many) are used, and how large is it? Video is resource-intensive and an older MacBook Pro may not have enough memory to handle video editing. Or, it could be a format that Photoshop doesn't support. Does it play in QuickTime Player or VLC? You may need to convert it to another format before editing.

I have a similar problem. I am running High Sierra on a iMac. when I try to EXPORT by "render to video" on photoshop cc I get the loop "Initializing Video Import" and it does nothing.
