Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

What have you done for trouble-shooting so far apart from reinstalling (and did you use the Cleaner Tool before doing that)?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

See if there is a newer Divice driver for you display adapter then you have install in your OS if there is install it and see if you can use your GPU with that version in Photoshop.

Did you check that directly from the graphics card manufacturer's site?

Don't rely on Windows to tell you if the driver is up to date.  Windows is often wrong.

You can also try downloading a previous driver version.
