That sounds like you may need to check the driver for your SSD and the associated PCI controller. Clearly PS has issues accessing its swap file.

Hello to Spain,
happy new Year and yes, same problem her in Germany (with 32GB RAM).... this error messages pops up each time you try to configure the "performance" settings and there is no way to get access to these settings or even get rid of this error itself except closing PS CC 2018 (and don't touch it anymore).
There are threads about this where users are told to un-/reinstall the whole Adobe stuff which seems to be the standard answer for most of the Adobe software issues or - even worse - to reinstall Windows 10... which is an absolute no-go for me.
I'm coming from LR 2015 and I was somehow "forced" by Adobe to subscribe to LR Classic CC and I thought "ok", at least I can use Photoshop again which I did some years ago with PS V6.0. Now I'm paying my monthly fee and I have the lastest fantastic incredible Photoshop XYZ CC whatsoever 2018 not working on my system where all other software is running properly.
Adobe, this is not was users are expecting. Instead of making a big hype about CC and subscription just get your basics done.
