Hi,
Is there a way to remove frames in a gif AFTER you've imported video to layers, edited and combined all the frames into a gif? I want to do this because the file size is currently 4.3MB but I would like it to be under 3MB.

Did you create the GIF animation using Photoshop?
You can also adjust the timing for each frame using the Timing panel.

I'm at Timeline, but I'm not sure how to delete the frames? There were separate frames but then I took all the layers and did "convert to smart filters" so it's one long gif now. I don't know how to separate them into individual frames again.

You are showing a video in the time line. Click on the three squares in the bottom left corner to convert to a Frame Animation. You can then delete individual frames. Or you might be able to reduce the image size if you intend exporting as a GIF. That should easily get the file size below 3Mb. GIFs are rarely more than 1000 pixels on the long side, but an HD video will be 1920 x 1080 pixels.
