Adjusting Noise and Blur

Working in PS, when I get near the end of developing a photo I will work with noise and blur levels. First: I will reduce noise. Second I will go to Gaussian blur and slightly expand that. Then I will go to Sharpen. From their I will work with another blur function, and then I will go to Smart Sharpen. Here's what happens often when I go to these adjustments. Sometimes I will get an enlarged portion of the photo. I don't have a problem with that. But more often than not I will get an image that starts as a grey and white gingham pattern and a blank white image. and I never know where to go from there. What can I do?
