Are design view and split design/code view icons dimmed out?
Or can you choose them, but design view is blank?
What file extension did you save the file with?
Is that file extension in the list of "open only in code view" in dw
preferences->File Types and Editors

When I remove .css from open in code view it will not open the files at all. Where do I need to put the .css extension to open in Design view?

the .css file extension is for external cascading stylesheet files.
there is no design view for them-
they are just text documents listing CSS rules.
Is this an html file? Containing html that DOES have a "design" to view?
If yes- rename it in the Files panel and give it a .htm or .html file
extension.

When I save the files, even though I have specified an HTML document, it changes the file extension to .css. Is this because I am using the free trial version? I am taking a class on web design next semester and thought I would get a jump on the class. But I just seem to be spinning my wheels. -

The trial version works exactly the same as the full version until it
expires.
It's difficult to know what's going on.
If the file's file extension is .css it will not open in design view.
I could go on further but think my guess is not the root problem.

DISPLAY. Why? Because it's CSS, not HTML. Just changing the extension of
the filename doesn't change the contents of the file.
