Unfortunately, photoshop elements doesn't have support for middle eastern languages, like photoshop cc does.
You can use this template for your text.

i saw on youtube some people use adobe cs5 middle east version but on mac store only avalable Elements 14
adobe photoshop cs4 template can download for mac ?

Sorry about that.
The latest photoshop cc has the middle eastern text engine, so no need for a separate Middle Eastern version, like there was in cs5 and before.
