No Tools are Working

I downloaded Photoshop, and everything is working normally accepted for the tools. I can select them but not use any of them. Everything is deselected. I have even tried undownloading  Photoshop and downloading it again. But nothing has worked.

Try resetting the Photoshop preference, which you can find under the General tab in Photoshop preferences.

I finally got it to work. I have a surface pro and was just trying to use the touch screen. But when I plugged in the mouse and used it all the tools worked.
