Try by going in Edit>Preferences>Interface: Interface language

If you get only Swedish try restarting you computer.

If nothing happens, as last chance, try this

close PS.go to: C:\Program Files\Adobe\Adobe Photoshop CC2017\Locales\YOUR_LANGUAGE\Support Files

find this file tw10428.dat and modify name in tw10428.dat.backup

Thank you so very much Ahmed!
The last of your suggestion helped.
I had this file: tw10428_Photoshop_sv_SE.dat.
Changed as you wrote to this: tw10428_Photoshop_sv_SE.dat.backup

Changing  the language in Photoshop is a two step process.

First install the language pack via the Desktop app.

Next go inside Photoshop > Preferences > Interface and change to the installed language there.

I really discourage changing system files especially when an update comes along and changes them back. You should restore your files and try this method.

Yes, it worked just fine what i could see. Uninstalled both, then changed to English in CC
and finally Installed both of them.

One question though. How come it was possible to change Language inside the
program LR, but not in the PS? I find that peculiar.

Anyway, many thanks for helping me out.

Programs like Photoshop, Illustrator and InDesign not only change the Interface, but keyboard shortcuts and what are called "localizations" for the area the language is used in, such as paper sizes (Japan's B4 paper is different from ISO B4) and Type engines. Then there are Windows registry codes for each that have to be set and renaming a file does not change that. It has to be an install.

Lightroom and Acrobat do not have as much going on, so it's more of an simple interface change, and the language packs can be built in.

You do this by first changing the language to English in the CC desktop app.

Then uninstall and reinstall Photoshop from the CC desktop app.

For details see here: Change the language setting of your Creative Cloud apps

Per,
I knew that I could uninstall and then install the right version, but
i thought it could be as easy as in LR-cc Classic.
Thanks anyway for helping me out. Tried AhmedĀ“s solution and that helped.

You can set that all the apps that you install from creative cloud are on your preferred language, just setting it up in the Creative Cloud App > Preferences > Creative Cloud > App Language and choose the one you like
