can any one restore this photo? there is too much glare in it and i tried for a while in multiple photo editors with no luck. i am not sure if it can be edited. thanks much

Not from that image - the white areas are completely blown

Do you have a raw file - it is just possible that some info could be recovered with a different setting from Raw to jpeg but I would not hold out much hope.
