I am a curious enthusiast.
This is a hypothetical question where two PCs have photoshop and both are offline.
Is it possible to sync these two photoshop by some export settings and import settings feature?
If not, How would you like this feature to be added in next coming versions?

You can always go into the user folder and copy "Adobe Photoshop CC 2018 Prefs.psp" to a USB stick and replace the same on the other machine. That's the main Photoshop preferences. But there's also Color Settings and a bunch of other "sub-prefs" that should be moved over. I suspect there's quite a lot of them for a full sync.
Yes, a simple "export settings" feature could come in handy, one that collected all of them.

Hypothetically, why would the machines be off-line?
CC requires an active internet connection to validate your licence on a regular basis.
Syncing through the cloud is hassle-free too.

What about Cs6 or Cs5 version maintained offline in office and home.

I don't think you can, or should attempt, to sync different versions. In some cases settings may mean different things.
