connect tool and options bar to frame

For some reason, when I open photoshop, the application frame and the tool and options bar are not connected.  This has never happened before on this or other computers.  Help!

What version of photoshop and operating system are you using?

What about going to Window>Workspace>Essentials (Default) or Reset Essentials.

This worked!!!  I'm running 10.12.6 and the problem started sometime after I upgraded.
