Guided edit in photoshop 18 not responding

I have uninstalled and re-installed photoshop 18, 3 times thinking it might by a corrupt download--It is still corrupted or is malfunctioning.  Expert, basic all work ok--just not the guided edit which is the one I would like the most to work. My arrow will not hover over any choices, they seem to be out of place or out of sync with the arrow.  Is anyone else having this aggravating problem or is it just lucky me.  Here is a screen shot to get a better view of what is going on
