my tools won’t work, every time I try to crop it comes up as a hand and will not do anything.
the same thing happens if I try to lassoo part or paint. Only the filters work

What have you done for trouble-shooting so far?
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Tried all that, and nothing works. Tried uninstalling and installing again!
