Photoshop running extremely slow

I was messing around trying to make a new button log in Photoshop and i added blending options to make it look like metal and when i try to resize and move it around and it was just lagging along

My Computer

CPU: I7-6700K 4MHz

GPU: GTX 1070

MOBO: Asus maximus VIII hero

RAM: 16GB 3000MHz

I have my performance set to 85% Mem usage and 15 history states

I've made sure my ran is running properly and i have uninstalled Photoshop and reinstalled it but i dont know what else i could try any help would be appreciated

I have notice with testing my Ram is staying at 6GB even while moving it around
