After paying for monthly subscription for the newest version (2018) Photoshop CC (16 Jan 2018} I successfully downloaded the program and the creative cloud app on to my laptop, all working fine. I then tried to download it on to my home computer, but I am only getting Photoshop 2017. What is happening here, I have tried to get in touch with Adobe for some help but have had NO response by chat or by phone. my number is REMOVED and would really appreciate some help with this problem.
I have also followed some suggested solutions as to why the App has only downloaded an old version by looking into the exe properties of the version. I have attached a screen dump of this.
I would appreciate immediate attention to this problem

To John
I have checked and performed all solutions 1,2 and 3 and followed your instructions as per email (strike through text below) and after installing the app for the third time and downloading Photoshop 2017 from the App Install feature I am still getting Photoshop CC 2017 ONLY. The only thing I haven't tried yet is the CC CLEANER TOOL
I am still getting this......, the only option showing is "OPEN"
But should be getting THIS. I am not getting the "Update" option to update to Photoshop CC 2018
I have tried all these options
Run the uninstaller for the Adobe application that is listed as up to date.
