Photoshop pdf format created in CS5 won't open in CC 2018

I saved many files in the photoshop pdf format using Photoshop CS5, they were saved with full capabilities for layer editing.  I was able to open the with no problem and they had all the layers in CS5.

Now that I'm using Photoshop CC 2018, when I try and open those files I get a dialog box that is trying to import the pdf as a simple pdf - with no layer information.  It is a flat 1 layer image.

Anyone else have this problem?  Is there an option somewhere in CC 2018 to specify reading the photoshop pdf format?

Perhaps save as Tiff in CS5 to keep the layers, then open in Photoshop CC 2018.
