If you are linking to an image, the IMAGE loads in the frame. It's not an
html page, so there is no background color. It's an image- not a page with
an image in it.
make a page for each image and set the background color of the PAGE.
use a gallery widget
suggest not using frames.

I had already figured out that I needed to make a new page for each image, but I thought that there might be an easier fix. Appreciate the feedback. Not using frames would require more knowledge of html than I have - am trying to figure out how to use css and other ways to better manage my sites, but it's a slow process. Do you have any recs for good online courses/tutorials that might be helpful?
