Ellipse tool is adding circles

Hi,

I am trying to create a solid red circle but I keep getting something that looks like a bullet chamber.  Why is this happening and how do I turn it off?  I've attached an example of what I'm getting.  I am using PS CC 2018.

It looks like what you would get if you have a shape tool set to have a large dotted line and a red fill.
