Lightroom Classic CC Adjustment Brush Not Having Any Effect

I have tried using the adjustment brush tool, and it has been having no effect at all. I even maxed out a few settings and it made no difference. Additionally, the show selected mask overlay setting doesnt display any mask overlay. I tried reinstalling lightroom and it didn't do anything.

If the Mask Overlay isn't showing anything then you haven't Brushed over the image except to set the Pin.

Please post a screen shot showing the Complete LR window.
