Photoshop Video Rendering not even starting

Hi, I'm trying to render a simple animation or even just a still image into H.264 Mp4 format 1920x1080 and no matter what I do, the video does not render. It's just stuck as soon as I click "Render" button, mouse icon turns into perpetual loading and nothing happens.

I saw previous posts as far as 2017 of people having the same issue and it looks like Adobe never resolved that.

A question: Why would you include video editor in PS if it can't even render anything?

Graphic card driver updated, issue was resolved.
