how want to add an effect (white transparent at top) like the photo shown below.

Hi,
First click the Add Layer Mask Icon at the bottom of your Layers Palette.
Then Select the Gradient Tool with the colours set to default blank and white. Make sure your Layer Mask is selected in you Layers Palette and whilst holding done shift draw a straight Line at the top of the screen to achieve this effect.

Add a layer mask (Layer >Layer Mask > reveal all)
Click on the mask in the layers panel and use the gradient tool to add a gradient over the image (the gradient will be added to the mask). Where the mask is black the layer becomes transparent, where it is white the layer is visible - grey is semi-transparent.
That gives you the transparency. If you want white - then add a white layer below the image layer (Layer - New Fill Layer >Solid Color > White)
Note : If you just want transparency - then you must save in a format that supports transparency such as PSD, TIFF, PNG. Jpeg does not support transparency.

You can also made it in a little bit different way.
Open your image
Add new Adjustments Layer - Solid Color and choose your favorite color (this example - white). By default this Layer is called Color Fill 1
Press G on your keyboard to select Gradient Tool and set gradient to default black/white
Finally select mask of your layer (it's added by default) and drag gradient any angle, length you wish
You can adjust this by draging again and again. You still work on mask

Of course you can use that method . If a straight gradient does not suit the image then just brush on the mask in black with a soft (0% hardness) round brush where you want to make it transparent. If you go too far then brush with white to make it opaque.
