Photoshop cc 2018 Latest version

I have just updated Photoshop cc 2018 to January update. When I open Photoshop the cursor flickers and the tools do not work correctly. For example the clone tool samples from  a different place. The lasso tool does not follow the mouse etc. I have disabled the graphics processor, reset preferences all to no effect If Photoshop is open the mouse is flickering as I type this.
