I've googled and searched but can't find anything about a loupe tool in PS as shown in this recent video

That looks like a tool associated with the screen video capture software used to make the tutorial rather than Photoshop itself. A similar tool is found in Techsmith's Camtasia for example.

Your operating system has a similar feature built in. You can turn it on and use it in all applications.
If you're using a Mac, it's an Accessibility feature called Zoom:

If you're using a Windows PC, it's called the Magnifier:
Use Magnifier to make things on the screen easier to see
Both of those have a "picture in picture" screen zoom option that works a lot like a digital loupe.
The Navigator panel in Photoshop can also be used, but it's the opposite: You see the entire document in a small window and the magnified view in the big main window. If you want the magnified view in the small window, you have to use your OS zoom/magnify feature.

Not quite the same, but very useful is the Navigator tool in Photoshop:

Additionally, you can open another window, Window > Arrange > New Window for [Document], make it smallish and zoomed in. You can then switch between the big window and the detail window as desired.
