ReInstall Photoshop Elements 8 after computer crash

My computer crashed (Windows 10) I've got that resolved, but when I try to reinstall PS8 from the DVD it keeps telling me that I have to have Internet Explorer to load.  I do have Internet Explorer 11.  What do I do?
