By way of a short answer, you cannot rename them. Those are the names of the layers and the action has recorded your clicking on them and then showing them.

If you want to use the action on a different file then it must contain layers with those names.

When recording an action if you want to select certain layers you can use the keyboard shortcuts of

Opt + [  to navigate down the layer stack or

Opt + ] to navigate up the layer stack.

Please post a screenshot of the expanded Action in the Actions Panel and the corresponding Layers Panel.

Is the Layer you need to rename created as part of the Action?

HEllo, usually one double-click on an action step to re-record it.

But do you really want to hardcode a layer name? it is better practice to select layers with the ALT+[ and ALT+] shortcuts.

If what you are trying to do is change the name of the "layer" in the Actions panel - the name of the action - you can double click it to rename it.

You can rename the Actions or the Action Sets but not the steps involved in the actions.
