How to close pop-up windows in Photoshop?

Does anyone know how to make this image/pop-up go away(attached below)?  It's just recently started appearing and I can't close or move it.  It is always infant/on top of everything no matter what else I might be doing on the computer.  I can only make it go away by quitting photoshop.  I've gone through all the settings and viewing windows I can think of.  I'm not sure what else to try.  Any help would be appreciated.

What version of Photoshop are you using?

In the Preferences > Interface ... see whether Show Tool Tips is a checkbox choice

Unfortunately, I don't have tools as an option in my preferences.  I'm on CS6 extended via monthly subscription...

The only place I see Tools is in the Window drop down.  Even when I turn it off, the pop up is still there.

That seems to have done the trick!  I'm on the Creative Cloud CS6 extended.  I thought it was supposed to be updating automatically, but now it seems there is another issue to troubleshoot, based on comments here.

In Photoshop CS6, it's in the Interface panel.

There's some confusion here because what you are seeing are the older text-only Tool Tips, not the new Rich Tool Tips. If you're using CS6, ignore any discussion of Rich Tool Tips.
