Only The Photoshop CS6 Desktop Shorcut Works, But The Taskbar Doesn't(Shows Error 16)

The desktop shorcut works completely fine, and the application seems to be functional too. However, when I use the taskbar shortcut, it displays Error 16. I'm also sure that the permissions are set for SLStore, although there is no Adobe PCD. The individual permissions for SLStore may be different though, as the instructions Adobe gave only gave a few on the list.
