this is my first question on the Adobe Photoshop Forum. so I hope my question in the right place.
my question is the following:
I want to know if this image is written, if yes then what is the font of writing. if not, is that I can create the same in photoshop

I suspect your best approach would be to create it from scratch in Illustrator. I assume you have a Wacom Tablet

I have no Wacom Tablet, but I will try to create the same logo in illustartor even if I am not an expert.

can I convert the Logo to a vector image?

because my concern is that I have to create the same logo but in large size without losing the quality

If you want a crisp rendition start from scratch in Illustrator. Anything less will compromise the quality of the result. Particularly if you want the flexibility of up-sizeing.
