How to print online pdf documents in Adobe Acrobat Pro DC with and without conversion permission.

How do I print a pdf online document with and without conversion rights based on my current purchase.  For instance I sometimes purchase e-documents, but find that I cannot convert to word because the sender does not give permission.  Other times, I go online to my insurance company  and wish to print my new policy, but it does not print on google. What should I or what can I do?  Peace and love. Barbara Hicks 

P.S. my printer does work  in ordinary print jobs.  But I purchased Adobe for the pdf documents  and it still does not work to my satisfaction.  What should my settings be?  Something is extremely wrong when I'm paying to use it.  I noticed that it is set for the cloud.  What is that?
