However I create JPEG files (create new ones or save PSD file as JPEG files), they always over 80MB. Same file I use ACDSEE convert to JPEG file, it only less then 1MB. What's wrong with my Photoshop?

It might be ancestor metadata that causes the bloat.
Have you tried File > Export > Save for Web?

Thx ,this way can fix the problem. when save for web, the file size decrease to 300KB.

OS:WIN10 PS version: 19.11.
I can't upload the source file(over the limit size to upload), it is 900x1200pix 24b JPEG file. and 87103 KB...
