Photoshop Interface sizing issue

Okay I've been on multiple threads and tried pretty much every combination of the UI scaling and still the interface is way too big (the swatch pallette in particular is so so wrong... -- you can see the size it should be when placed alongside the one in Indesign. is this something Adobe are working on, or is there something I'm missing?

What OS and PS versions do you have, system specs would help as well.

Ah yes -- I'm using Windows 10, and it's Photoshop CC 2018
