Trouble selecting fonts in the dropdown

Having issues with selecting fonts from the dropdown in PS 2018. I'll open up the font list, scroll to the font I want, and then try to select it. First it doesn't highlight the font I want and even if it does, when I click on it it just reverts back to the previous font without changing it. I also have any issue when I select a font that this little popup comes up next to the text on the canvas with selections for other characters. How can I fix not being able to select fonts and the issue with the other characters showing up in the 3 boxes?

Have you tried resetting PS preferences

Yeah I just did, its still happening. I'll scroll to that font, try to click on it to select it and it just ignores that and reverts back to the previous font

One more thing to try, re-install PS using the cleaner tool
