Why does Export As crop my image?

This has happened a few times, but sometimes when I use the File> Export> Export As... function Photoshop will crop my image. I have no clue why. No matter what I do in the "Export As" dialogue window I can't get back to cropped out part, but if I flatten my art and then go again to "Export As..." the image is there in full no problem. It honestly seems like it's thinking it needs to crop to a layer boundary but I don't know which one or why it thinks it needs to do that.

Attached is a screenshot of what happens. Any help is appreciated.

If you try to export it to web (File > Export > Save for Web), It's make the same result?
