Since Photoshop CC 2018, everything is bugged, can't work properly

Hello,

since i'm on Photoshop CC 2018, when I open a picture, it doesn't appear, I have to move the window so it will and when I want to zoom in the image that is at 13.3%, I see the dragged outline of the window so many times and still not able to apply one change to my picture. What's going on?!? I have uninstall and reinstall the software...

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?

Are Photoshop and OS fully updated? (For Photoshop that would be 19.1.1)

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:

Unfortunately this is no proper solution as it invalidates GPU dependent features (like the Rotate View Tool and some Filter acceleration for example) but it indicates problems with the GPU driver or the OS.

The problem is Photoshop might need the driver might to be updated (from the maker’s site) or rolled back a version …
