Brush settings keep forcing Control to Pen Pressure (and I don't even have a pen). Bug?

I'm trying to set the Brush Settings, Shape Dynamics Control to Fade, but it just won't work. Every time I set it, and start to draw, it just bluntly resets it back to Pen Pressure. I've tried setting it to Fade, creating a new brush, no dice. Every time it just resets to Pen Pressure and it's impossible to use the Fade.

It definitely looks like a bug to me, I can find no other sensible explanation.

What version of photoshop and operating system are you using?

Photoshop CC 2018, Windows 10 Pro

And strangely enough, now that I'm trying it again today, it works. No idea what has changed, but now it works. Puzzling!

What are the settings in the Options Bar?

Is »Always use Pressure for Size …« checked?

I am having the same issue. I thought after seeing the last post by robustginduck that maybe restarting would help but it didn't.
