In Elements 2018 Organiser: is it possible to darken, or change the colour of, the very pale grey frames in which Elements displays my images?

You can't change the light background. It has been optimized for an efficient workflow, especially to make the difference between stacks/version sets from normal and selected files clearly visible. Most of the time, those differences are not visible on account of non properly calibrated displays (much, much too bright in manufacture state). Sorry if that is a matter of taste...
