Problems exporting my image

When I go to export my image in Photoshop CC 2017, I go to Export -> Export As but the image that pops up in the preview and the image that gets exported is only one of my layers I've applied to the image, not even the image itself. For example I added snow falling to my image. When I go to export it only exports/ previews an image of snow falling with an all black background. How do I export my full image with the layers applied? Why is it only showing a layer I've applied and not the full image?
