Art History Brush only working in bright areas of photo.

Everything has been working fine with the art history brush.  I have completed many or my projects but now (today) the brush, no matter what tip or photo, only wants to work in the brighter sections of my photos. Does nothing to the eyes, dark hairs or shadowed areas. Is this easily fixable?
