Hardware-Recommendation for digital painting in panorama-mode ?

Hi

I wanna try digital painting and doing compositing for architectural vizualisation in 360° panorama mode.
My PC seems to be to slow for and my Geforce Titan card seems not to support Photoshop CC 2018.

What Windows-PC hardware (CPU, RAM, Graphiccard) do you recommend for fluend digital painting and multi-layer editing in 360°-panorama mode ?

I need multiple Layer editing like this:

spherical panorama stacking multiple layers.. transparency?

And I wanna paint something like that:

That does not help me, those informations are to general.

Let's say the max. resolution of my panorama is 15000 x 7500 px.

It has to work fluet, no delay while painting and I will need multiple layers.

I just wanna spend as mutch as needed but not more.

Any panoramapainters out there who can tell me the hardware they use ?
