Delay opening Photoshop CS6 in Windows 8.1

I have a core i7 second generation and 12 d RAM, I have this problem since a week.

I did not make any changes.

Nor did Adobe. So we may be looking at

* damage or corruption to Photoshop

* a Windows update

* a driver update

* a hardware issue

The funny thing is that when I enter with another user, Photoshop loads normally.
