Photoshop CC 2018 Crashes on laptop

I reinstalled both PS CC2018 and Bridge on my win 7 laptop and I still can not open PS CC2018. I get the splash screen and then the blue screen. I have 16gb ram and a 4core processor. I basically have the same set up on my desktop other than 32 gb ram and an amd 8 core processor which runs ok.
