This morning I clicked on Lightroom CC and it will not open.  I have tired numerous times and even restarted my computer.  I do not get any error message.  It just will not open form the dock or the applications menu.  Photoshop CC opens just fine.  However, the images I need to get edited for a client are in Lightroom and already partially edited.  What can I do?

I just checked Lightroom CC AND Lightroom Classic CC on my Windows 10 computer. Both are functioning normally. Are you talking about the new Lightroom CC, the cloud-based version?

I'm getting the same issue.  This is what's popping up on my screen, even after I've rebooted - twice!!

It never does fix this problem.

Any suggestions?

Based on the Lightroom logo in your error message dialog, you are not talking about the new Lightroom CC (the cloud-based version). WHAT version of Lightroom are you using? Exact version number is needed please. Incidentally, this forum is supposed to be for the new Lightroom CC.

What Jim said.

There are now two versions of Lightroom (see Adobe screenshot below). In Adobe's wisdom - and to the eternal confusion of end users - they have used the old "CC" name for their new Cloud based photo service, regrettably known as Lightroom CC.

You've posted error messages from Lightroom Classic CC in the new Lightroom CC forum.

Suggest you post in the Classic CC forum.
