Why my Gif isn't work in Watsapp?? &  why save for web have no option for GIF?

Please set the Status Bar to »Document Profile« and post a screenshot taken at View > 100% and with the pertinent Panels (Layers, Channels, Timeline, Options Bar, …) and the »Save for Web«-dialog visible?

There is an option for animated Gifs

Go File > Export > Save for Web (Legacy)

Is GIF not available in the pop-up-menu in your Save for Web-dialog?
