After opening PS once, it won't open again

I have a periodic issue that crops up out of nowhere, when I have to go to Task Manager and close out Photoshop.exe every time I work on one image, then try to work on a second. PS will not open the second image until I shut out of PS in Task Manager.

What is going on? How to correct this?

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
