Photoshop stuck at license agreement

I recently bought Photoshop and it still displays the trial number and buy now despite that fact. Whenever I try to start it up the license agreement pops up and once I hit accept, disappears for a couple seconds before popping back up again. I've tried uninstalling and cleaning out everything related to cc but that didn't work, restarting doesn't help either. Any help would be appreciated.

Sorry that you're unable to install Photoshop as it is stuck at the user agreement prompt. Could you please take a look at this documentation Can't accept end-user license agreement and launch product​ and let us know if that helps?

Sadly it is now stuck on "trial expired", once that issue gets resolved I will see if that helps fix this issue!
